Job Summary

Under the general direction of the Plant Engineering Director, organizes, monitors and supervises facility maintenance operations.

Core Job Responsibilities:

  1. (35%) Physical Plant Management: Communicates goals, objectives, policies and procedures for accomplishing plant operations plans to the Plant Operations staff. Maintains schedules and for providing plant operation services, identifying resource needs—including personnel, supplies, consultants/contractors and capital—in order to accomplish goals and objectives. Establish priorities, timeframes and resource allocation for preventive maintenance, routine maintenance, maintenance requests/ work orders and maintenance projects for all facility systems, utilities, buildings, equipment, offices, grounds, safety and communication services. Understands quality and productivity standards for work output, and monitors quality and productivity according to standards. Monitors and reports on plant operations activities, services, plans and finances. Responsible for scheduling and oversight of all regulatory inspections and testing per NFPA, CMS, OSHA requirements.

  2. (20%) Plant Operations/Maintenance Activity: Oversight on maintenance activities. Leads teams of plant operations employees in performing maintenance activities. Coordinates and oversees the work of maintenance contractors, service technicians and other external maintenance service providers working on hospital building, grounds, utilities and equipment.

  3. (20%) *Human Resource Management: * Plan, prioritize, assign, supervise, review, and evaluate the work of staff responsible for facility maintenance. Facilitates thorough orientation of new hires as well as on-going training and development of all plant operations employees relative to federal and state occupational safety and health standards and requirements, use of equipment, tools and machinery, performance and productivity standards, hospital and departmental goals and objectives, utilities management, emergency preparedness.

  4. (15%) Plant Administration Budget Management: Participate in the preparation and administration of facility maintenance budgets. Submit budget recommendations, submit cost estimates, submit justification for procurement of control supplies, tools and equipment, and monitor budget expenditures. Review expenditures against budget with Department Director to assure adherence to accounting practices and budgets.

  5. (10%) Licensure/Regulatory/Accreditation Management: Ensures compliance with all federal, state and local codes, licensure and regulatory requirements as well as accreditation standards. Develops and implements plan for on-going and documented compliance with such requirements, and acts as liaison with regulatory or accreditation auditors.

Qualifications:

Education:

Required: Associate’s degree in business, management, engineering technology or related field.

*Preferred: * Bachelor’s degree in related field.

Experience:

Required: Four years of facility maintenance experience in a large plant operations environment with demonstrated operations process management experience. Knowledge and use of operations administration and project management software, including tools for project management, workload planning, scheduling and timekeeping, cost estimating and budgeting, records creation, archiving and retrieval and inventory management. Knowledge of supervisory principles and practices

Preferred: Six years experience in a healthcare environment coordinating physical plant maintenance operations.

*Complexity of Work: * Working under the general supervision of the Facility Engineer/Plant Operations Director, takes initiative to apply knowledge of plant operations management to set priorities, establish efficient work processes, identify and resolve problems, maximize use of resources to achieve goals and objectives, provide guidance on inquiries within scope of knowledge, authority and expertise using sound judgment, make appropriate referrals to appropriate subject matter experts or key decision-makers, successfully manage assigned projects to on-time quality completion, and to manage time effectively in order to achieve multiple concurrent responsibilities. Ability to communicate effectively in a high visibility customer service environment as a positive representative of the leader, the work group, the department and the organization.
